The Italian Constitution provides for the institution of the Province; article 114 states that the republic is divided into Regions, Provinces and Municipalities and article 128 confirms the independence of these local authorities within the principles established by republican general rules.

The republican constitution enhanced its role by raising the autonomous principle carried through with Law1990/142. It has regulated in a modern manner local power by granting the Province statutory autonomy as well as an intermediate position between Municipality and Region.

Its functions are to look after the interests of the provincial community and to foster the provincial growth by peculiar powers or devolved by State and Region. The peculiar administrative functions relating to huge intercity areas or the entire provincial territory, concern the following sectors:

The Province, in association with the Municipalities, promotes and coordinates business and achieves works of significant provincial interest.

Even more important are planning tasks where the province gathers and coordinates Municipalities proposals for economic planning.

Moreover the Province draws up and implements the coordination territorial plan specifying general guidelines of territorial order.

The bureaucratic structure of the Province of Lecce which is headed by the director general, is divided up in sectors and sectors are divided up in services, and executives are in charge of them.

Over the last three years, the Province of Lecce has carried out several initiatives with the aim of promoting the economic grow in the fields of civil infrastructures, environmental quality, enterprise creation, local transport services, vocational training, equal opportunities, immigration, culture and tourism.
